The Congolese constitutional referendum vote will be postponed from November 28 to December 18, as referred in a radio broadcast by the chairman of the Independent Electoral Commission (CEI), Father Apollinaire Malu Malu, who did not hide his optimism in view of the appointment: December's vote will serve as a test for all elections to come, stated the priest, referring particularly to the 30 June 2006 date, which is the deadline for the national political elections. The Independent Electoral Commission is preparing for the June 2006 appointment, stated Malu Malu, admitting that the postponement of the referendum was due to some irregularities found in registration operations. The CEI chairman also underlined that we are all attending the approval of an electoral law, which will mark the last step toward the 2006 vote and end of the long post-war transition.
