Referendum: isolated incidents, Kofi Annan calls for large turnout

A convoy of the Independent Electoral Commission (CEI) was attacked yesterday by a group of militias in the Mahagi area, in the north-eastern district of Ituri, a few hours from the constitutional referendum.
